On 21 April 2025, the Ministry of Industry and Trade of Vietnam (MOIT) issued Decision No. 1103/QĐ-BCT, officially revoking the Vietnam Chamber of Commerce and Industry’s (VCCI) authority to issue Certificates of Origin (C/O), Certificates of Non-Manipulation (CNM), and register REX code under the GSP of Norway and Switzerland. This authority will now be under the Import and Export Department under the MOIT.
This move marks a significant policy shift aimed at tightening the management of origin certification to prevent trade fraud and safeguard the credibility of Vietnamese exports, considering Vietnam’s growing involvement in high-standard FTAs such as CPTPP, EVFTA, and RCEP.
Key Changes:
- VCCI’s authority, under previous MOIT decisions (1234/QD-BCT in 2018, 1076/QD-BCT in 2020, and 2795/QD-BCT in 2022), is now revoked.
- The Import and Export Department will take over issuance of:
- C/O Form A and Form B;
- Non-preferential C/O as required by importing countries;
- CNM certificates;
- C/O Form GSTP; and
- REX number registrations.
The issuance of other types of C/O will continue to be managed by the MOIT and authorities designated by the MOIT.
- The transition will be managed to avoid disruptions to business operations.
- VCCI is required to:
- Prepare all necessary materials for the implementation of the authorization to issue C/O and register REX numbers, for handing over to the Ministry of Industry and Trade MOIT;
- Support exporters during the transition;
- Retain all related documentation; and
- Cooperate with relevant authorities for audit or verification purposes.
Digital Transformation:
The MOIT has also mandated a strengthened digital infrastructure, assigning the Department of E-Commerce and Digital Economy to ensure the eCoSys infrastructure, which facilitates e-C/O issuance and REX registration, enhancing transparency and mitigating fraud risks.
Next Steps for Exporters:
- Update internal procedures and systems to align with the new authority.
- Direct all future C/O, CNM, and REX registration requests to the Import and Export Department and relevant authorities designated by the MOIT.
- Monitor further announcements on procedural details and international notifications.
This regulatory shift reinforces Vietnam’s commitment to fair trade practices and compliance with international standards. Businesses are strongly encouraged to act promptly to ensure continuity in their export activities and avoid compliance risks.
